Measures Against Discrimination
Non-discriminatory admissions policy
Universitas Diponegoro (Undip) upholds an inclusive and transparent admissions process as regulated in the Rector's Regulation No. 19 of 2020 on Procedures for Student Admission. The policy ensures that admissions are objective, accountable, and non-discriminatory while promoting equal access to education. It specifies that Undip must recruit prospective students with academic potential who are economically disadvantaged or come from remote and underdeveloped regions. This framework is further supported by the university's Statute (Government Regulation No. 52 of 2015), which emphasizes fairness and diversity in student selection. Admission pathways include regular entry, affirmative scholarships such as the Indonesia Smart Card (KIP), partnership programs, institutional cooperation schemes, and the International Undergraduate Program, ensuring wide participation across social and regional backgrounds.

Access to university track underrepresented groups applications
Universitas Diponegoro (Undip) ensures equitable access to higher education by providing dedicated admission pathways and scholarships for applicants from underrepresented and disadvantaged groups. These include students from low-income families, underdeveloped regions such as Eastern Indonesia, and individuals with disabilities. Through national programs such as Kartu Indonesia Pintar Kuliah and Bidikmisi, Undip tracks and supports applicants from these backgrounds to promote social mobility and inclusivity. The university also collaborates with government institutions and community organizations to identify and encourage potential candidates from marginalized communities. This ongoing effort allows Undip to monitor participation, reduce financial barriers, and ensure that talented students from diverse socioeconomic and geographic backgrounds have equal opportunities to access higher education.
Access to university underrepresented groups recruit
Undip takes deliberate action to improve access for under-represented groups by issuing Rector's Decision No. 1546 granting Afirmasi Higher Education Scholarships to new Undergraduate students from Papua, remote regions, ADEM pathways, and former migrant workers. The scholarship covers full tuition and additional semester benefits. Applicants must meet academic criteria and demonstrate financial need or disadvantaged background, such as being from fisherfolk families or remote provinces. A public announcement for the Afirmasi admission track in Academic Year 2024/2025 further reinforces the structured recruitment channel for students from under-represented backgrounds.
Anti-discrimination policies
Universitas Diponegoro enforces an institutional anti-discrimination framework through Rector's Regulation No. 19 of 2024 on Equality and Anti-Discrimination, supported by Rector's Circular No. 35 of 2018 concerning the prevention of harassment and discrimination within campus activities. The policy applies to all students, faculty, and staff, ensuring equal access to education, recruitment, and career development without bias based on religion, ethnicity, gender, disability, or socioeconomic background. It establishes clear mechanisms for reporting, protection of victims and whistleblowers, and disciplinary measures for proven violations. The policy also mandates awareness programs, workshops, and periodic training to strengthen understanding of inclusivity, equal opportunity, and a safe campus environment across all faculties and administrative units.
University diversity officer
Undip continues to strengthen its commitment to building an inclusive and respectful academic environment through the establishment of the Violence and Bullying Protection Department (LPKB). Operating under the Directorate of Student Affairs, this department focuses on prevention, early detection, and response to discrimination, harassment, and bullying cases within the university. LPKB provides counseling, education, and confidential reporting channels for all members of the Undip community. It also collaborates with the Code of Ethics Council and relevant university units to ensure that every report is handled professionally and transparently. Through these mechanisms, the institution ensures that diversity, equity, and human rights values are embedded in campus life and governance. In the following year, this unit would evolve to be Student Counselling Unit which will serve student to overcome mental and psychological trouble. The unit can be found in https://konselingmahasiswa.undip.ac.id/
Support for underrepresented groups
BKM UNDIP is a semi-autonomous unit under the Directorate of Student Affairs at Universitas Diponegoro that provides mentoring, counselling, and peer-support services to students facing personal, academic, or social issues. Its services include individual counselling, group counselling, online consultations, psychodiagnostic services, and referral services. The unit addresses a broad range of issues including anxiety, bullying, academic difficulties, and discrimination. BKM UNDIP emphasises confidentiality and aims to support students from all backgrounds, including those who may feel under-represented or require additional support in navigating university life.
Accessible facilities
Universitas Diponegoro (UNDIP) ensures accessibility and inclusion across its campus through the provision of disability-friendly facilities designed to support independent mobility and participation. Buildings and public areas are equipped with ramps for wheelchair users, guiding blocks for the visually impaired, accessible toilets with adequate maneuvering space, and wider entrance doors to accommodate diverse needs. Designated parking spaces in strategic locations make access easier and safer for users with disabilities. These facilities are developed based on four core principles: safety, usability, convenience, and independence. In addition to physical infrastructure, UNDIP promotes an inclusive campus culture that values diversity and ensures equal opportunities for all community members. The provision of these accessible facilities reflects UNDIP's continuous efforts to create a welcoming and barrier-free environment for everyone on campus.

Disability support services
Inclusivity for students with disabilities is strengthened through comprehensive support services provided by Universitas Diponegoro (Undip) at both the university and faculty levels. Guided by Rector Regulation No. 24 of 2016, these services ensure equal access to education, facilities, and academic participation. Support includes individualized assistance, accessible learning arrangements, and collaboration between academic and administrative units to meet diverse student needs. In 2024, Undip expanded its initiatives by introducing disability consultation programs addressing ethics, discipline, and student well-being, delivered by trained personnel to provide responsive and professional assistance. These ongoing efforts demonstrate Undip's firm commitment to creating an inclusive, empathetic, and empowering academic environment where every student can learn and participate without barriers.
Disability access scheme
Universitas Diponegoro (UNDIP) provides various access schemes to support people with disabilities in pursuing higher education. During the 2024 UTBK-SNBT, UNDIP facilitated participants with disabilities by preparing accessible examination spaces and providing assistance suited to their needs. The Faculty of Law maintains updated records of students with disabilities to ensure they receive the right academic support and facilities. Meanwhile, the Faculty of Science and Mathematics runs a consultation service focusing on disability-related guidance, discipline, and student ethics. UNDIP also works with external partners to expand educational access through scholarship programs, strengthening opportunities for students from diverse backgrounds, including those with disabilities.

Disability accommodation policy
Equitable access for students with disabilities is supported through the implementation of Rector's Regulation No. 24 of 2016 on Services for Students with Disabilities at Universitas Diponegoro (UNDIP). The policy promotes inclusion and equality by ensuring that students with disabilities receive reasonable accommodations such as accessible infrastructure, academic adjustments, and assistive services at no additional cost. Implementation is coordinated by the Disability Services Unit, which oversees accessibility measures and provides tailored support to meet individual needs. Dedicated funding is allocated to improve facilities, train academic and administrative staff, and strengthen inclusive learning environments. Through this policy, UNDIP demonstrates an institutional commitment to removing barriers, enhancing accessibility, and fostering full participation of persons with disabilities in all aspects of university life.
Anti-harassment policy
Undip maintains a strong commitment to creating a safe, inclusive, and respectful environment for all members of its academic community. The university enforces Rector Regulation No. 13 of 2022, which provides detailed guidelines for preventing and handling sexual harassment and violence on campus. Beyond the regulation, Undip continues to strengthen its implementation through awareness programs and collaborations. In 2024, FISIP Undip organized discussions on sexual violence prevention and psychosocial support for survivors, supported by strict sanctions for perpetrators. These actions reflect Undip's genuine effort to ensure that every student and staff member feels protected and respected.
